What is BLP S3
Over the last few years Smart Specialisation has become a key instrument for place-based development. It now represents the most comprehensive policy experience on innovation-driven development in Europe. For this reason, the Swedish Institute together with its collaboration partners has developed a Baltic Leadership Programme on Smart Specialisation (BLP S3). BLP S3 addresses the needs and challenges of S3-stakeholders in the Baltic Sea Region when developing and implementing their work on S3.
The Baltic Leadership Programme on Smart Specialisation (BLP S3) is a leadership programme targeting S3 stakeholders (such as strategists, regional developers or national S3 coordinators) in the Baltic Sea Region. The aim is to enhance the capacity of regions to develop and implement their S3 work with a specific focus on Interregional Value Chains and Entrepreneurial Discovery. The programme is partly user-generated, as participants are expected to explore joint challenges and discover/co-create solutions, tools and new practices to be implemented in their own organisations and regions.

BLP S3 will give me:
An expert overview of key topics such as Interregional Value Chains and Entrepreneurial Discovery.
Hands-on work with developing and reviewing tools and methods for your S3-work with specific focus on Interregional Value Chains and Entrepreneurial Discovery.
Further development of your own leadership in S3.
Insights into interregional and transnational aspects of S3.
Comprehensive exploration of S3-related concepts (such as stakeholder involvement, good governance, funding, etc.)
A broader network of peers to mentor and coach you over time.
Is my organisation eligible?
This programme is specially made for S3-strategists and regional developers from Denmark, Estonia, Finland, Latvia, Lithuania, Norway, Poland, Sweden, as well as the German states of Brandenburg, Mecklenburg-Vorpommern, Schleswig-Holstein and Hamburg. We welcome up to two applications from each organisation/region as this could effectively promote the development of IVCs and EDPs. Participation in both physical modules as well as in the two digital meetings is an obligatory requirement because participants are expected to work on a chosen case/challenge between modules.
