Community of Communities: Catalyzing Social Tranformation in Ukraine by Decentralizing Cultural Opportunities

The aim of the project is to drive transformation by decentralising opportunities and to reform and develop Ukrainian cultural institutions that are inclusive and innovative – rurally, regionally, and nationally. 

Following the Euromaidan (2013-2014), the Ukrainian government passed decentralisation legislation that granted more agency to rural and regional stakeholders. The measures constitute a rejection of the top-down system of control . The granting of more agency to rural and regional stakeholders has proven essential in Ukraine’s resistance to Russia’s full-scale invasion. It also promises to be a major factor in Ukraine’s recovery and reconstruction, as rural and regional organisations and administrations seek grassroots solutions to the problems their communities face.  

The project champions decentralisation while emphasising that the agents of change in rural, regional, and national contexts must combine their knowledge to ensure that Ukraine’s resistance, recovery, and reconstruction proceeds in the most efficient and expedient manner possible. The project will facilitate durational, participatory programmes ranging from artistic workshops for persons with mental impairments to the planning of a museum complex in the Kherson Region.
