Nine months ago, Hyper Island and East Europe Foundation met for the first time. Shortly afterwards, they jointly applied for project preparation, completing the application in less than three weeks. Some months later, the partnership has taken proper shape, and five Ukrainian civil servants are participating in their pilot training programme.
