UKRSTAT: Scoping study for future cooperation on increased availability and use of statistics in Ukraine

The aim of this project is to provide an assessment of The State Statistics Service of Ukraine prioritised capacity development needs.  

Statistics lay the foundation for good governance and rule of law and are vital in the fight against corruption. Statistics are a pre-requisite for decision makers to take fact-based decisions, formulate public policies and national development programmes and reconstruction after the war. Rights holders can monitor the implementation and effects of laws and policies, enabling them to hold duty bearers accountable. The State Statistics Service of Ukraine aims to meet EU requirements of official statistics, as summarised in the European Statistics Code of Practice. However, in the current war situation, the possibilities to acquire quality data from the whole country are poor, and development of alternative data sources is vital. 

To meet the EU requirements, The State Statistics Service of Ukraine has approached Statistics Sweden with a request for support in developing their use of alternative data sources and Big Data in the production of environmental and social protection statistics, specifically satellite accounts. During subsequent discussions the scope has widened to possibly also include other statistical subject areas and aspects of statistical methodology, dissemination and management. Statistics Sweden will appoint three subject matter experts to travel with the project leader to visit The State Statistics Service as part of the scoping study.
